Yes they do still sell GTA in stores for PC. You can find GTA for PC in most Walmarts, and Media Plays. They sell GTA 1, and GTA Vice City as well as GTA San Andreas.

Well GTA3 , GTA Vice City and GTA San Andreas and GTA Liberty City Stories are sold at stores.
GTA1 and GTA2 are officially free to download from RockStar North website.
