It depends on which generation of shuffle you're talking about. The older one (white) has a built in USB connector so a cable is not necessary.

yes it does...my shuffle is a bit tricky though. i can't have the shuffle in a usb port when i turn on my computer (seems to freeze up during POST)...anyways, my shuffle doesn't charge sometimes. the light will flash on and off, but isn't really charging, it's really just "on" and the battery drains. i've been using different types of USB cables (not just the one supplied by Apple) and the shuffle charges just fine. otherwise, how else would you charge it? hrrrmmm???

it should... i've heard its to charge them from and outlet but im not sure why.
