If they didn't reapportion congress every 10 years, by the end of this century, when there were 8 gazillion people in Arizona and 4 left in Minnesota, saying they LIKED the snow, Minnesota would still have 12 representatives and Arizona only 2.

Populations shift within a State and within the Country so that what was a fair apportionment 10-20 years ago is no longer representative. Examination of apportionment is mandated to occur every 10 years, using the new National census. States have gained or lost representatives in this way.
2. For the party in power, to make sure that they stay in power by redistricting to prevent their opponents from gaining a majority in any given district, or, failing than, in as few as possible. This is called Gerrymandering
