After world war 2 the united states and Russia conflicted as the two largest world super-powers. The cold war was a competition to prove who was the mightiest post ww2 nation. The arms race, the space race, and the spread of communism and democracy were among some of the playing fields these nations utilized.
To make a long story short these two nations were so caught up in competing they almost entered conventional and nuclear war where there would have been large scale casualties due to their insecurities.

Most of the answers above but it was a war where no war actually started. Everyone was afraid that the other person had nuclear bombs that no one wanted to start anything because they figured the would die too once the other person set off their bomb. People were just waiting for the other person to do something first.
