Zappos.com has lots of boots for wide calves. Just type it into their search feature. Forget the mall, you will never find anything that fits. Also, if you find a leather pair that almost fits, a cobbler can put a piece of elastic at the top to make them fit. He can also streach them.

Knee high is great for thicker calves. You need to check out Overstock.com or Zappos.com of course. But electriqueboutique.com is also amazing for some funky stuff.
On ebay you could check funkyfootwear (in the ebay stores section)
In the real world, see if you have a DSW nearby or even boston store (they always have a variety of prices, brands and styles.)

You might be able to find high boots that have an elastic gusset up the side. If they are well done they look superb. But high boots accentuate the leg so if they aren't the right style they can make your calf look even bigger so you'll really have to shop around.

try payless. seriously. their shoes and boots are made for people with wide feet and thick calves. i have really skinny feet and i can never buy shoes or boots from there because even the slender shoes are too wide
