Each London borough gives planning permission for hoardings (that's what we call billboards in UK). There are 32 boroughs + the separate (and antiquated) City of London authority. They will have the information that you need. They all have a website ending with .gov.uk (e.g. www.camden.gov.uk). Now let me see if I can name all 33. They are all called "the London Borough of ..." unless otherwise stated.

INNER LONDON
City of Westminster
Camden
Islington
Hackney
Tower Hamlets
Greenwich
Southwark
Lambeth
Wandsworth
Hammersmith & Fulham
Royal Borough of Kensington & Chelsea
Corporation of the City of London

OUTER LONDON
Barnet
Haringey
Enfield
Waltham Forest
Redbridge
Havering
Newham
Barking & Dagenham
Bexley
Bromley
Lewisham
Croydon
Merton
Sutton
Royal Borough of Kingston-upon-Thames
Richmond-upon-Thames
Hounslow
Ealing
Hillingdon
Harrow
Brent

Wow! I did it.... OK, I cheated with one - I had forgotten Ealing. There are links to all those 33 websites at the Greater London Authority's site, which I have given below. Planning is usually a division within the Environment Directorate - it might help you to know that (for picking your way through a website, or for dealing with the telephonist at the central switchboard).

Hope this helps, and good luck!
