I would have seconded the amendment raising my one hand. If holding up my secnd hand and even both of legs would have helped in the passage I would have been prepared to do it.

At the same time I would have serious doubts of actual implementation of this amendments. Everybody known what prohibition brough in in USA. It gave rise to a new generation of law-breakers and even if the law was withdrawn the law-breakers did not but spread to other fields.The Al Capons are everywhere. The Indian experience in the best traditions of Gandhiji did not fare any better.I had seen reports in papers that despite the abolition of prohibition the religious preachers have to a large extent succeeded to convert many areas into dry areas with sheer persuasion and preaching.That is a more abiding solution. The legal measures perhaps mean well but flounder in practice so much so that such moves appear to be dishonest and resorted to make people virtuous by issuing fiats a la the King in a Poem who conferred titles to every Tom,Dick and Harry.Even Field Marshalls(by title) went begging in the streets.
