Wouldn't his actions be a personal matter since the age of consent is 16 in Washington D.C. and the page he e-mailed was 18 years old at the time?

Also, he didn't lie under oath about it.

If Foley had just switched Partys, and became a Democrat, he would be a hero now.
He wouldn't had to have resigned.
The Democrats would have came to his rescue.

The newspaper accounts I read said the page was under age.
In any case, I'm wondering here how a scandal about a republican congressman is being turned into an attack on democrats (in some of the answers)? Actually it has absolutely nothing to do with repubs or dems. It has to do with reprehensible human behaviour.

No he shouldn't have resigned. If what you say is true (and I'm not familiar with the age of concent laws in DC so I'll have to take your word for it), his biggest crime is acting like a Democrat, and while that's creepy & perverted it's not exactly illegal.

If what you say is true and that's it, no he should not have resigned but I think there is a lot more to it and the party did not want him hanging out all the dirty laundry. He keeps his retirement so he can laugh all the way to the bank.

what do the Democrats have to do with this? The republican party is all about the value ticket. and when the day is done where are those republicans with all the values? sticking it to young pages of the same sex. you guys really should reconsider your political affiliations. every year that you guys get to vote one of your politicians into office. he sells you on high moral standards and then turns around and sticks it to ya deeeeep when you ain't looking. I actually feel bad for you people

No. He should have acted like a democrat and stayed. Eventually, they would applaud him even if he was censored in congress.

Well, at least that's what they did to Gerry Studs when he got caught boinking a teenage male page.
