There really won't be any immediate adverse affects for North Korea; they are already cut off from most of the world. The only one I can see might be the Chinese cutting off aid. Further, North Korea would be out of blackmail options. No rational nation would threaten to use a nuke on another, which would be the only blackmail option left.
However, North Korea is ruled by a madman who is the son of a madman. This is the same country that allowed its people to starve while Kim Jong Il, the current ruler, feasted on gourmet food, prepared by imported European chefs, at a cost of $1 million a month!
There is always the chance that, if North Korea gets desperate, they will invade South Korea and/or use a nuke there. This would ensure the total destruction of North Korea. After all, North Korea borders on both Russia and China, two of the five nations with H-bombs on ICBMs. South Korea is protected by the United States, another nation with H-Bombs on ICBMs. None of these nations wants to see nuckear warfare, and none of them wants nuclear fallout to hit them. (The Japanese would be hit hardest by the fallout). While I don't regard Kim Jong Il as rational, even a madman would see the use of a nuke on anyone by North Korea would ensure the destruction of North Korea.

A senior US official has already stated they have two options: They can be North Korea without nuclear weapons or they can cease to exist. While this response may seem aggressive it is the world we live in. It could be argued that there are many unstable governments in the world but North Korea poses the biggest threat to humanity at the moment.

Other nations have to be strict with NK because of their implied intent of said nuclear testing. Why are they conducting those tests? To study nuclear energy for the production of electricity, etc.? Or for weapons?
If it's the latter, then the rest of the world has a duty to impede those tests. Even in today's political climate, what use are nuclear weapons other than to intimidate others? The world already hates the US / former USSR for doing that during the Cold War.
Why allow NK to bring us all back to that?

With each "kid" on the block having a nuclear arsenal the risk of a nuclear war increases. If N. Korea has one, then Japan will want one. Then another country and another and another ... Before you know it we'll have Armageddon!
