different places carry different brands of bags. I suspect in california they carry more paper, since they are a bit more ecology wary than, say, missouri. And about 5 years back, the walmart here used to actually ask "paper or plastic?" but not anymore.. all went to paper at walmart, except the ice cream bags

You do have this option. Paper bags with handles are even more convenient and easier to carry, but most stores don't have them.
But most people don't need those, because they go with the shopping cart to their car, put the bags in the trunk, and at home take the bags out of the trunk and go to them directly to the kitchen...
However, the consistent choice of paper bags in American movies is probably just aesthetic.

Plastic bags are more convenient especially in the rain but what a hazard to the environment they are. In Ireland there is a tax of 15c on a plastic bag, soon to be increased to 22c. Lots of us reuse our bags and its helping to keep down the numbers of new ones used. Its hilarious, though. Our friends in the UK think its awful to pay for bags and insist on bringing lots of them to us when they come to visit! So, we have extra bags from the UK circulating.

Most stores don't do that anymore. Almost all will give you a plastic bag. Some stores that are fancier or want to have a more old fashioned feel will give you paper bags.

Not in the last 20 years. It's thin, white plastic bags with handles that tear and bottoms that rip.

Yep! Many stores offer the option of brown paper bags, or flimsy plastic bags. I usually opt for plastic.
