Firstly you dont need a licence

Secondly you dont need to set up a Limited company unless you specifically need to. You can run your trade on a self employed basis.

I don't think you need any sort of license to be a locksmith. Ask the Master Locksmiths Association they do have a web site but I am not sure of the URL
