18 inches. Use a "grade beam" foundation. Thats what I did. What it is, is a slab with the outside edges poured thicker. On my garage theres a 12 inch wide by 18 inch deep beam to keep the slab under the frost line, and to keep the pad from bending and cracking.

This method is a whole lot cheaper than putting in anything else, and gives you a solid start. Also get fiber mesh mixed in your concrete. All it is, is little strings of fiberglass that make the concrete just as strong as putting in re-bar, and mesh. I had that done, AND re-bar with mesh. A little overboard but for the cost its well worth it.
