Anything by Lurlene McDaniel. I recommend The Angels Trilogy, I'll be Seeing You, and How Do I Love Thee, in particular.
If your looking for something a little... different, I suggest the Phantom of the Opera by Gaston Leroux. Okay, so it's actually a gothic horror novel, but it's pretty romantic.

Twilight by Stephenie Meyer, and its sequel New Moon. They are great books, and really one of the best YA novels I've ever read. And yes, there is romance, possibly the most romantic couple of YA history :)

Try a book called The Silver Kiss! not sure of the author's name, but its about a girl dealing with the sudden death of her father & she falls in love with a guy who turns out to be a vampire!
