America is a country? or are you talking about north and south america? I am quite sure that many south american countries practice torture. I am also quite sure that the conditions of prisons in Mexico could be considered under our standards torture?

Would it be considered torture when cops beat people with their batons or have the attack dogs attack the criminals?
