How does a lexicographer know which words to include in a pocket edition and which ones to leave out?

A lexicographer chooses from the most common words and the most common synonyms. Different pocket editions will differ in the choices.

It's easy - he measures the size of your pocket and any words with more than that number of letters gets left out.
