how do I get a motorcycle permit with a cdl without taking all the test in Calif.?

For a motorcycle permit you have to take a written test only. For a cycle licence you have to take the riding test on the little DMV course, its easy my girlfriend passed it.

You don't. If you want a motorcycle permit, you MUST take and pass the test. It doesn't matter what kind of license you already have.
