India, Pakistan, Korea, Iran, and Israel. All countries that have either wack-jobs running them or have enemies on all borders.

I think "hot spots" are a combination of states with capablities for nuclear weapons and unstable/undemocratic leadership, which means that they might be more likely to use them.

North Korea and Iran are two mentioned in the article below. I would add Pakistan. I don't know the others and I don't want to guess.

1. North Korea - threatening to test a nuke
2. Iran - actively trying to acquire nukes, has stated their intent to use them on Israel
3 & 4. India and Pakistan - both have nukes and they don't like each other very much
5. Israel - believe to have a substantial nuclear arsenal - it is feared that if Israel is attacked with WMD, they would respond with nukes

6. Former central asian soviet republics - rumored that some nuclear weapons are unaccounted for.

Problem is, once the first one is used, most scenarios predict a full exchange will follow.
