Well, one answer I've heard a lot is that tongue rings make you a better kisser. But there are lots of reasons for piercings in general--to win a $100 bet, for one thing! Also, piercing as a part of a counter-culture or subculture is a pretty common answer. I'm pierced because I'm terrified of needles, and I wanted something tangible to say that I'm capable of overcoming that fear.
Putting a hole in yourself (or indeliable ink on yourself, because I suppose this applies to tattoos, too) is a personal choice, so there's lots of different reasons people do it.

They wouldn't be tongue rings. Ring implies circular and the tongue is definitely pierced with a barbell.
I think they are gross and unhygienic. Most people THINK they enhance certain pleasures, I can contest that it doesn't matter, you either have the skill or you don't. Metal won't help, if anything it'll make it harder. Tongue piercings are good for ruining teeth and gums

I don't know, really. It gets in the way when you are kissing and you'll end up talking with a lisp. You may have gotten $100 but looks like you lost in the long run.

1) oral fixation.. it's something to play with in your mouth.. better than a cigarette
2) sexual enhancement... oral sex is better for the receiver when the tongue is pierced..
