As a former teenager from the 80's (okay, I was 13 in 1989 but that counts), I can make some suggestions.
I would go for the early 80's valley girl look. Take a big sweatshirt and cut out the neck, then wear it off one shoulder. Pair it with a denim mini skirt, or just mid-calf spandex tights. Ideally, you want a double belt that goes around the sweatshirt just below your waist. Add leg warmers and jelly shoes. Or, frilly ankle socks with princess heel pumps. Hair should be in a side pony tail. For a really authentic early 80's look, at a headband around the forehead. Also, lots and lots of gummy bracelets and bangles.

You should go as a 80's hair band groupie!!! Lots of hairspray and heavy eye make-up black eyeliner. Try to get a tight band t-shirt and pair it with lots of bangle bracelets and a mini skirt with a large belt...maybe try to find a motercycle jacket or a jean jacket (add all sorts of small buttons with band names or funny sayings) and put a few small braids in your hair if its long, if its short, clip a braided hair extension on for a "rat tail"

Sweat pants tucked into two pairs of two different colored socks with tennis shoes. An old sweat shirt that you cut out the collar into a big V shaped neck. Whear your hair up in a pony tail on one side of your head with a scrunchy. Crimp your bangs and wear a bright color on your eyelids.

BIG HAIR for sure. Aqua net hair spray is the best. You could try leg warmers, stir up pants, colored earrings. If you could find a shirt with tails that would be extreme.
