well for starters, curl your lashes with an eyelash curler. for better curl, run your curler in hot water or blow with blow dryer for 5-10 seconds til warm, but not hot! then curl from base of lashes, middle, then the tip. just curl your way through. lol. add two coats of your favorite mascara. for better and easier application, bend the wand to a 45-degree angle. dont worry it bends right back when you return it. also dont forget not to pump your mascara because this tends to dry up the mascara and clumps your lashes.
NEVER curl your lashes after putting mascara on, it breaks your lashes!
for fuller lips, try using a lip liner with a shade that's closest to your natural lip color and line your lips.

And also you can buy Sally Hansen lip plumpers- they're all over the place; department stores and sally hansen beauty supply. they dont hurt- just feels tingly and makes them look much fuller fast.

Try Lancome Definciles Mascara
There is some Lip Plump Lip gloss at Sallys beauty whse that works. If you dont have a Sallys you may be able to find an alternate brand. It really works.

Eyelashes: My personal favourite is to use Eye CurlII .. it is an electric eyelash curler you can get from Sasha..
Lips: You can try some colored lip balm and a dash of lip gloss in a darker shade in the middle of your upper and lower lips.. and lips will look more full...

put on a layer of mascara (after all other eye makeup) then use an eyelash curler . then add another layer or two of masacara...
