The Compromise of 1870 created the state of California as a union state and New Mexico and Utah as open terrorties that could have slavery. This was done to pacify the south from ceding because they were crapping themselves over the southwestern territories being admitted without saying if they could be slave or not, which meant any state formed in this area could become non slave. check out

well obviously it didnt prevent the civil war.
