would this mean the game is scratched or the playstation is at fault.thanks.

Take a soft rag, you can get them at game stores now, like the ones used for cleaning eye glasses, and try wiping it down. You can also ask the game store to check the disc, it could be scratched, or a defective disc. If you have had the disc less than 30 days, you should be able to exchange it for a new copy. (They won't let you trade it for a different game)
My kids love that game.

3 things
1 disc is faulty or scratched
2 the laser has dust on it
3 the ps2 may need fixing

It's about a 95% chance that the disk is scratched/damaged. Unless you have problems with all your games, it has nothing to do with the console itself.

There are machines you can buy at most stores that buff scratches off of disks. Get one.

If the disc doesn't need to be cleaned, it may be defective. If it's not the disc - check the Playstation. Does he have problems with any of his other games?

It's either the disc, or most likely, the Playstation.
A lot of Playstations are really unreliable (thanks Sony!) and a lot of people have trouble with games and such, either freezing at the same place, or not loading completely.

first thing to do, check the disc. if it's dirty or scratched, then that's why it's doing that. more than likely that's the problem if it freezes in the exact same place everytime.

its the disc i play a lot of game i also ha lego tar war its a great game but i think he hould buy a skip doctor for 19.99 it repairs discs

It depends, does his other games freeze up at all? Then it is probably the game. If some or all games freeze up, it is probably the system.
