Ok, none of these are true romance novels, but they do have some romance in them. (nothing steamy though)

Twilight by Stephenie Meyer is great. I love that book!
The Truth About Forever by Sarah Dessen
The Goose Girl by Shannon Hale (if she likes fantasy)
Robin McKinley writes retellings of fairy tales in novel form for young adults too. So she'd be an author to consider.
First Impressions by Marilyn Sachs
The Girl Who Invented Romance by Caroline Cooney

I just finished Bras and Broomsticks by Sarah Mlynowski. The main character is a 14 year old girl whose younger sister is a witch, and there's lots of fun magic (and a little romance too!)

Twilight by Stephenie Meyer
I am reading it now because my 15 year old daughter wanted me to. She has since read the 2nd book in this series and is anxiously awaiting the next one to come out.

Emma, Jane Eyre, Pride and Prejudice, or Sense and Sensibility. They're all classics for a reason. They'll develop her as a reader and entertain her as well.
