I'll answer that with a question. Why do you care? Is this person important to you? If not - then don't sweat it. Enjoy the silence. If you've had a friendly relationship until recently, then you've probably done something to create the problem. Leave the neighbor be for a while - eventually they may decide to tell you what you did (or perhaps didn't do).

Several Things-
1. Act like nothing ever happened. Wave, smile, and then say hello everytime you see the neighbor. Eventually, s/he will forget what was so awful in the first place and respond.
2. Act like it doesn't bother you. Don't try to avoid it. Just go about business as usual. When they realize it doesn't bother you, they will either get over it, or keep this uncomfortable relationship volleying.
3. Apologize for whatever you did that made the neightbor decide to stop speaking to you. Say, "Mary, I am truly sorry that I hurt your feelings. It was an accident. I would never do anything to intentionally hurt you, you know that. Can't we work this out?" If the answer is no, accept that and follow the actions in option one.
4. Avoid them like the plague. Act like they have rabbies. Run back to the house when you see them.
