I wouldn't say it's the BEST, but it's definitely nice publicity, which helps record companies decide whether they want to be yours or not.

MySpace is definitely a great advertising tool...
Use it to your advantage, but don't limit yourself to it. There are lots of other ways to promote yourself.
Even still, definitely set up a page on MySpace. You can update is as often as you like and keep it current.

Try you tube. I believe they get more hits. It actually have a running contest to be chosen by a record company right now.
