Once a nuclear bomb is detonated, it is too late. You can't control it at that point.
It depends on where they drop the bomb. Most countries are pressuring North Korea not to do a nuclear test, and i hope they give into the pressure.

Kim: Hello. This is North Korea Nuclear Testing Facility.

W: Hey, buddy. This here is George W. Bush.

Kim: What? Who?

W: Bush. You know, President of the United States. Look, buddy, we've got a dozen or so cruise missiles headin' your way. You might want to get yer folks out of there.

Kim: Get out?

W: Yeah. Look, I got no problem with you boys havin jobs and all, but we can't have your dictator lobbing nukes at Japan, you know? So get on out of there, OK. You got about six minutes, so hurry!
