To improve or exaggerate something.Eg. boring outfit - should jazz it up a bit with belts etc. Or jazz up the truth. i.e. add details that are not really true to favour what you are saying : Eg. I didn't do my homework. Jazz this statement up and say ' My sister put my homework away and can't remember where she put it'

to make it more flashy, stylish, etc. here's a sentence with that:
"Those jeans look so plain. 'Jazz it up' a little bit." What they mean there is, make it more stylish, attracting, interesting, etc.

make "it" more exciting and creative. it depends on what "it" is how you would go about doing that.
