SIMPLE :PUT THEM IN A DARK CLOSET FOR TWO OR THREE WEEKS,WITHOUT WATERING THEM.
Then put them in bright light,water them and in no time you get flowers,add some plant food in the water.

there is a spray called tomato bloom, which "fools" all kinds of plants into thinking they need to bloom and reproduce.

Thanks, that reminds me to go fertilize mine.... fertilize with a high middle number. Mine is 19-31-17.
