Why do visiting NFL teams return unsold tickets? Can't they give them away or something?

They are usually returned to the Box Office where the game is being held so that the walk up people without tickets can buy them.
The tickets that are not sold are then returned as an accounting requirement and then destroyed to keep fraud from occuring.
