It's all about having free time to do more than survive. Civilization can be defined as the progressive use of free time. You can do art work, not just symbols for the needs of the hunters trying to get back to their home grounds after a foray. You can decorate your clothes with porcupine quills, not just cover your body to keep warm. Carve things on the lintels of your home during a cold winter when you need to stay indoors. Tell stories around the fire. Etc. All because there was time for more than food, clothing and shelter in their rawest form.

Prior to agriculture, men were hunters, a very dangerous and nomadic existence. The most dominant
and brutal thrived. The advent of agriculture caused a different set of values to come to the fore, hard work,
steadiness, and inventiveness. People lived in the same place long enough to know one another, and existence was a little more predictable. This led to towns eventually, and government to regulate commerce and disputes.
