They are probably not targeting him at all. Think about it... for jury duty - it is done the same way. I know people that have been called for jury duty year after year. I have only been called once when I was 19- I am 26 now. If he isn't worried about them finding anything on him - then why worry about it? Just have the test done and get it over with. Now... if they talk to him and keep claiming or hinting that they think that he is doing something.. then that might be good enough reason to look into it.

That certainly sounds excessive (and very expensive) for the company. They can't possibly be performing that many tests on their 600 employees. If you want to push it, you could always challenge the randomness of their sampling in court and claim discrimination, but be prepared to possibly leave the employer and lose the job as a result.
You might want to let it go unless the pattern persists. That may lead to a good case if the company has no reason to subject your husband to such unwarranted scrutiny. Read the fine print of their policy before doing anything.

Depends on how they pick the people. When I was in charge of random urine testing in the Navy, I bought a 10 sided D&D die, rolled it 2 times to get the numbers. We went by the last number of the SSN. Must have been good, stood up to challegnge in 19 court martials and 5 appeals into the federal court system.

There are a lot of explanations possible. One is that the tests aren't really "random", but they might be "universal" in that everyone gets tested.
Or they may not be random, but they pick your husband every time because he comes up clean, meaning they don't have to deal with the problem of someone coming up positive.

Apart from bing stuck with a needle too often if it is a blood test, as long as your husband is clean what does it matter? If he is not clean then he should be fired.
