Is he showing them aroung or attempting distribution via the internet or other means? If they do not leave his private use, I don't know there is anything the 'authorities' can do about it. For that matter, even if they were distributed there may be no recourse because the 'victim' would have to prove she didn't know about it, since he will surely claim she did.

Your question is a bit confusing. Did he have consensual sex or did he just not have permission to tape it? If he video taped his actions in a private setting and had consensual sex he did not break the law. If it is date rape then you should call the police and report him.

If he video taped them in his home, it may be legal. It's his house, and he may have the right to video tape anything he wants.
You should have your friend call the police, and see what her options are. If all else fails, have her call a lawyer.

This person is voyeur, one obtaining sexual gratification from observing unsuspecting individuals who are partly undressed, naked, or engaged in sexual acts; broadly, one who habitually seeks sexual stimulation by visual means.
California passed a video voyeur law last year, making it a felony, to secretly photograph or videotape anyone who is nude or partially nude in a private location, including bathrooms, showers, and locker rooms.
You can telephone CRIME STOPPERS with the information which they will convey to police for the action.

Please, I have the answer. Take the tapes, sell these tapes to an out of town person, like myself, and then all will be done with them! You'll make money and the person will no longer have access to these private situations. As far as myself, I do not know my benefits as of yet.

I would call your local police department and explain this to them. They can tell you if they can do something or who could. I don't think this is legal at all. Catch this man, before another woman is hurt. Thank you!
