Sure. As a guy, I'd rather hear something polite that ultimately means no.
Like: *smile!* I'm very flattered, but I'd rather not give you my phone number because I'm dating someone, don't know you well, am joining a convent tomorrow, just don't find you attractive.
Whatever the blank is filled with should be true. I'd personally rather hear "I am just not attracted to you" than to think I might get a date later.
Of course, I've never gotten a fake number... no, not me... never...
If you mean from solicitors and stuff like that, I do the same thing: I'd rather not give out my number, I'm on the No-Call list anyway, no thank you.

I do that all the time. Especially when I go to some county fair and Avon or Mary Kay wants my phone number. I am like, "sure, here you go: 719-234-9090. Total fake!!! LOL

Never. The rule of thumb is treat people how you want to be treated. I would rather someone be direct and honest then to lie and mislead me.
