First of all, by saying "inappropiate" he was able to make it sound like it's not such a big deal.
Second of all, after he said that, he went on to say that he cares about the children even after he has severely reduced funds from the "No Child Left Behind" federal program.

Actually its not pedophilia. Pedophilia is a sexual preference for pre-pubescent children. Foley's actions were most certainly inappropriate (and immorral and unethical) but at this point, they are no more then that. There have been no criminal charges filed and may not be. Laws vary from jurisdiction to jurisdiction, and amazing as it may seem, Foley's actions may not be criminal.

If you really expect any of these politicians to be morally upstanding people, you probably believe that professional wrestling is real too.
My wife's friend is shagging a married political leader - we got free passes to the aquarium, so it's fine with me - his wife and constituents might not be so thrilled...
...but Foley's actions that have come to light so far do not constitute pedophilia - they are just really, really creepy and gross. What a sad, lonely man he must be.
If you're an old, decrepit man and you're going to chase young men around - at least do it outside of the office. There's lots of weirdo, money grubbing guys who will indulge a rich old man in his base desires - and keep their mouths shut too - he was just too desperate and unorganized to find them...
At least he wasn't running a gay whore stable out of his house like Democrat Barney Frank - who NOBODY asked to step down...

There was only talk, no touching, which is inappropriate. The President is trying to "minimize" this, as you call it, because the Democrats have been sitting on this information for 18 months, just waiting to use it for the October suprise. That's pretty inappropriate in itself. If they were so concerned for the children, they would have done something about it immediately. It's all politics.

It minimizes, but also there's a legitimate reason -- he hasn't been accused or charged with anything ..yet. If the President of the US used such a term, and Foley was later charged, Foley could argue that the President, omg, had improperly prejudiced his case.

Pedophilia implies that there was innapropriate physical contact between an adult and a child. Does not appear that this occurred with Foley and the page.
If you think of making innapropriate advances against a woman, is it rape? Action has to occur.
Otherwise we have "thought police".
