i live in NY state so do you kno if it changes anything?

It depends on your state but Here's the low down on this type of mod for your car. in most states
no a days it is illegal to have any light under or in your car. Now under body neon's will get you pulled over quick and a nice little fine. If its in your car as long as its not real bright or being a distraction they'll let it slide. if you have those ones that go around your license
plate they might give u a warning but its very rare.

It's going to depend upon where you live. I know here now in MI those lights underneath the car that light up the road and make the car look like it's some sort of speeder from Star Wars, are illegal here.

In the US I'm pretty sure it's ok to do pretty much anything to your car as long as it's not going to inhibit other drivers. (i.e. things flying off your car.)
