He is not allowed to ride it in public, private estate, it's ok.

No he can't drive it on the road ! So he doesn't need a licence !

on the road then yea long as its road legal and registered, he'd need to take his CBT, costs about £100 and lasts a day but its easy

i would say no its not really classed as a vechicle for main roads so i dont think it counts.
