NO you do not have to charge GST on this service outside of Canada. If you do charge it, then you simply have to remit it.

Extra point -- if your work is $1000 and you add $60 (6%) GST to the invoice, then you have to remit the $60 to the CRA....BUT, if you simply invoice the company $1060 and state "taxes included", you do not have to remit the GST and you have earned a bonus 6% for the job. (as long as you do not stipulate 6% gst since this sale is not typically taxable)

No, who are you going to pay the Goods and Services tax to? US doesn't have GST.
