Your penis does not actually shrink as you gain weight, but the proportion that is externally visible appears to shrink. The base is attached along your pubic rim, so the length is "fixed." Your fat accumulates in the tissue next to your penis, bringing the external base out, while the end stays the same distance away from you, making the external length less.
I hope that makes sense. Women actually can have the same thing and some women that have been heavy and lose weight complain that their labia minora seem to be growing, when they are simply starting to be more exposed from out under the fat layer.

EZas3.14 is correct. Where your penis is attached to your body gains weight just like the rest of your body. As you increase in weight this area likewise gains fat. The tissues of the penis that fill with blood are connected inside your body and have a fixed length.
Though the rest of your body may increase in size due to the weight gain your penis will not. However, the good news is that as you loose weight you will regain what you thought you lost because it wont be covered by the excess fat.

Yes it is possible for you penis to get small when you gain weight. The reason for this being is because once you gain weight, you get body fat. Once you get body fat, some of it will surround the penis making it "Look" smaller.

Maybe it just looks disproportionate do to the fact that you have gained weight. I don't know that gaining weight would make it smaller, usually everything gets bigger when you gain weight. Ask your wife or girlfriend.

I don't think it smaller just partially submerged in fat. I have noticed a marked increase in size which I believe to be connected to a similar increase in use!

It's not getting smaller, your belly is getting bigger. It is just perspective, a visual illusion. One trick that porn stars use almost always is to shave their pubic hair, and voila!! their penises look bigger. Loose some pounds, excesise, and you'll recover the lost inches

It might just look smaller due to the fact that your gut looks huge.
