It is the letterbox format. Usually when a movie is edited for TV it is panned and scanned for the small screen and you may lose a lot of a scene in the process. When it is in letterbox, you see the whole scene as the director filmed it.

letterbox its just when you're watching it wide-screen you can see more of the background that way.
