Because they figure as long as they're going the minimum speed (which on many Interstates is only 40 or 45mph) they're not breaking any laws. Or in other words they're just plain inconsiderate.

I do, because I am usually the speed demon behind you that cannot get passed the idiot doing 60 in the fast lane. So when someone gets behind me, I get out of the way. I know what it's like to be in his shoes.
