Is it because they expect America to be the world police?
They haven't attacked us and they are not an immediate threat to America.

China and S. Korea have not come out to publicly decry N. Korea. Where they may be concerned, the USA is the face of the opposition.

You obviously haven't been reading the news today. Both China and South Korea are very concerned, and China is putting pressure on North Korea to not go ahead with the nuclear test. Japan and Russia are also putting pressure on N. Korea to back off from the test or else ramifications will follow.

They ARE worried. Who said they weren't? It was the U.S. who didn't think twice about North Korea despite all the urgent message SK & Japan & China were sending their way. South Korea and Japan have been warning the U.S. about North Korea as soon as it was planned to "test" their new weapons. But of course the US has a history of this right? Not taking something as a serious threat until they act on it (Yes, I mean the 9-11 attacks). You think Bush would have learned form his mistake.
But of course he was more concerned about expanding the USA Military grounds in South Korea, in which they destroyed thousands of homes, and now about 400,000 (mostly elderly) South Koreans are without homes. Way to go.

Because if N. Korea messes up - China will pummel them, or South Korea will call on their protector - the US - to come in and beat the tar out of the North - who are basically starving to death anyway. I think that's why we don't attack them now - because we're just waiting for them to starve to death - they'll eventually go away!

We don't officially even talk with North Korea. Our policy is to complain publicly and place sanctions on them. Notice how well this approach has worked in Cuba, Iran, Syria. World wide our opinion currently counts for nought. How many wars do we currently have going?
