TODAY I BUY A PRODUCT, AND I TRY TO PAY WITH PAYPAL, IN THE AUCCION SAYS THAT SHE ACCEPT PAYPAL BUT WHEN I TRY TO PAY A MESSAGE WAS THERE THAT SAY. THE RECIPENT IS CURRENTLY UNABLE TO RECEIBE MONEY. SHE CAN OPEN A DUSPUTE AGAINST ME IF SHE DO SO, WHAT CAN I DO?

i already try to comunicate with the seller but she don't answer my emails

most likely paypal has for some reason suspended her account. you can open a dispute by going to My eBay, on the left hand side scroll down untill you see dispute console, click on it, enter in the item number (you can find this on you My eBay page next to the name of the item you won). Choose item not as described and in the details or additional information section tell what happened (that you want to pay with paypal, seller listed that you could but now she is unable to accept paypal). This forces the seller to respond to you. If the seller does not respond you can close the dispute in 8 days and it will be over with. The seller will not be able to leave a negative feedback (of course neither will you) and the seller will receive a non-selling seller strike against them. Send the seller an email and let them know there is a problem with Paypal. Ask if there is another method besides Paypal or if they want to wait until Paypal gets their issues worked out.

A lot of buyer/seller issues on eBay can be resolved with simple communication.

It could be that they have exceeded the amount of money they can accept throught paypal in a month's time. Just contact the seller, explain that you did try to pay through paypal, and see what they say. If they aren't willing to work with you, contact E-bay and let them know what is going on. Good luck.

If she is unable to accept paypal, then you can email the seller and ask about it. If the seller says they dont accept paypal anymore, and you dont want to deal with them, see if you can mutually agree not to buy the item.

It could be they are no longer a registered user due to not paying ebay/paypal fees

Something fishy going on there. If I were you I would contact Paypal. Seems like she's upset them somehow.
