I think the email were wrong because he is a poltical leader and should be a role model if he wants the postion he has, so yes it was wrong. It was only email it hadn't gotten further, but I do think if nobody had caught him and this hadn't gotten out into the open than he would have eventually taken things further and maybe done something to someone, its good he was caught before he hurt a kid or teen
