get a funnel or something of cone shaped, flue cotton balls on it, get thoes little round foam balls, use that for the body and head and cut arms and wings out of light cardboard or construction paper then some of that wire tensil stuff for a little halo., pretty easy, then you can paint it however you want it. if you want to go more in depth, make the wings and arms out of thin wood
