It codifies the right to a trial by a jury in certain civil trials. There is a historical element to this amendment that might not make too much sense in modern times - remember that this Amendment was written very soon after independence - and perhaps this amendment would make more sense if we went back in time.

i think the english was plain enough,but it sure could have used a little more elaboration. the way i read it is, once the case has ended it cannot be retried. but common law does allow for appeals to higher courts. so really, i have no idea what is meant by that amendment. a very good question you asked. i guess this is really not an answer as much as it is a comment. i will be checking to see your other answers. sorry i couldn't help.
