TAR PAPER FIRST, DRIP EDGE ON TOP TIGHT TO PAPER. YOU MUST ALSO HAVE A SHINGLE OVERHANG 1" SO THE WATER WON'T GO AROUND THE CORNER & WET THE DECKING.

You put it on the bare wood and then your starter strip over that.
