In my village, the youths managed to get a skateboard park built. I think one of the departments you will be dealing with will be the local parish council. Mine (I'm guessing every parish council :s (?).) has a counciller for youth issues. I think that this would be the person to deal with, to get a youth shelter.
I reckon that a petition will make the chances of success rise a lot. Let the council know that there are a group of others who would like it aswell.
Also, show them that you have given it a lot of thought. Let th em know that you are serious. I think that you should list some of the problems that will arise, and how you think that they should be dealt with. I don't think that this will make the problems seem greater, but will show that you have given teh idea some thought.
Do a plan. Give some possible location ideas. For example:
"I think that the north-west corner of public area x is a good location, because that corner is furthest away from residential areas, meaning communal gathering will not cause to much noise pollution in those areas, and mounds can be easily built there, to absorb sound from the area, without ruining the aesthetics of the public area."
If you get me.
Also do some more of your own reasearch before pitching your idea to the council.
Those are the things that I would do, if i wanted to achieve what you do.

Try asking local civic organizations. I don't know which ones exist in the UK, but in the US, you could ask the Rotary, the Lion's Club, or Civitan, for example. Also, here in the US, a boy scout who is wants to earn the highest rank - Eagle Scout - has to do a public service project of some sort. Nets or a shelter like this could be ideal. Ask the local Boy Scout office if someone is interested in a project like this.

Find out who your local councillor is. Contact him and explain what you want to do and why. If you feel that these amenities will give the local children something to do, therefore keeping them out of trouble, contact your local police and find out if they have an area beat officer who can go in to bat for you too.
Contact the local press, local businesses - who may offer some small finance. Try and raise some money yourselves - through raffles, jumble sales, car boot sales, events etc.
Then you are showing that you are determined and willing to partially fund the project.
Ensure you know who will benefit from the amenities - and perhaps arrange for one or two of them to visit your local councillor with you.

Friend of main organised one club ( something with Spanish language). She found people who will be interested in that club first. After that she wrote a letter to the Lottery Fund... and got funding! Can you believe it?! Trough the Lottery Fund they had one year of rent premises covered and lots of stationary.
