um, actually, this has absolutely nothing to do with usb architecture (read: usb, usb 1.1, or usb 2.) this has to do with operating system architecture.
usb 2 will run fine as usb 1.1 or 1.0 on an older device, this is backwards compatibility.
anyway...
windows 98 does not have the ability or reference instructions to allocate usb devices.
windows 98 SE (second edition) does, but each device requires drivers to work.
windows 2000, me, xp, vista, and forwards have class-compliance, which means that usb devices work driver-free the majority of the time.
anyway, to check if you are running windows 98 or 98se, go to start > choose run > and enter in "winver" without the quotes. that should list your windows version.
version 4.10.1998 is win 98, no usb support.
version 4.10.2222A is 98se, usb support via oem driver.
and by the way, microsoft discontinued win98 support earlier this year...

You will need to make sure that you have the drivers for the USB stick and the system with Win98 supports usb2.0 (which most of the new usb drives are) Here is a guide to USB Drive support with Win98Se

usb can work, but most newer usb sticks use usb 2.0 and 98 doesn't usually support that. make sure you have all the windows updates for 98 although i am not sure if they still release updates for that version. you can also search for usb 2.0 download for 98.

Share the files on the old PC, use a cross cable (Cat5e) and just transfer it that way (assuming that you have a NIC on both). Make sure you use the "copy" command and not the "cut" command on your old data.

plug ur usb stick to ur old win98 pc b4 starting / turn it on. then on ur pc, n it will detected as hardware. try it, it helps me
