Since this is under the heading for Texas: Texas law is written not in terms of who has the right-of-way, but in terms of who must yield. Thus, if you have a car to your right at a four-way stop sign, you must yield to that car. If you are at someone's right, that driver must yield to you, but you do not have the "right" to go if the intersection is not clear. All in all, it's good practice to give way if somebody else pushes the issue; it's not worth getting hurt in an accident just to prove the other driver is a bozo.

Your turn has been blocked, so you don't have any right of way until you are cleared by the crossing guard to move your car, when safe, it's not a question of who was their first, it's all about when it's safe to drive forward.

well, only two directions of traffic have to wait, so once the crossing guard has moved out of the street, whoever is to the right of the last car to cross the intersection has the right-of-way.

The driver to your right. If no one is waiting to your right, then you have right of way. Unfortunately, not many drivers actually know this is the law, so you sort of have to make eye contact and be cautious.
