the best thing you can do is called seaworld. talk to one of the persons in customer service and explain to them what you want to do. depending on how much you would like to spend on the day, they can make the event part of a show, or have you and her feed the dolphins and have one of them have the ring around their neck, there are a millions way of doing it, but let them help u out.

The presence or absence of dolphins is irrelevant. Isn't proposing special enough?
What you do is, when the two of you are alone together, take her hand, look her in the eyes, and say "I love you and want to spend the rest of my life with you. Will you marry me?"
Doing it in a crowd, with sea life will just distract her. If she wants to marry you, the question will make her happy enough. If she doesn't, Sea World isn't going to help.
Edit: I answered without reading the other answers; I would like to add two considerations:
1) If there's any chance of a 'no' these are terrible ideas -- no woman wants to be in the position of deciding whether to pretend a yes in front of a crowd, or risk being lynched for being truthful.
2) If she wants to marry you, the proposal will be special without all the fru-fru (much of which could backfire anyway, as she may not hear you at first, or something may happen to the ring, or someone may give the surprise away, or a gazillion other things can go wrong).
Taking her for a stroll in the moonlight, or sitting in candlelight when you propose are plenty romantic to make the memory of a life-time.

Call Seaworld and ask if they have any special things that they can do for you ... I'm sure somebody there can help ... maybe they can pick you two during the dolphin show to come up and in front of everyone ... ask her to marry you ... that would be crazy ... in a good way of course ... !!!
Or while you're alone some place nice and romantic while your there ... just ask ... they have lots of little rest areas that are gorgeous ... !
That would be sooo cool if you could make some type of scavenger hunt ... and at the end have the ring somewhere waiting for you ... !
I heard they have Shamu at night now too .. that's sweet ... have fun and good luck ... !

I think you should take her to sea world and either see shamu and friends or take her on one of the water rides and have staff in on it and pop the question either during Shamus show or or one of the water rides and then after you guys make the big splash when she least expects it then show her the ring and pop the question if she loves dolphins then sea world is going to be a good choice.

You're going to have to pay some $$ but she'll be worth it and the moment will last forever between the two of you. Have a dolphin and it's trainer swim up to the two of you and you guys reach out and pet it. Have the trainer lay the ring on his nose and have it balanced, hopefully the dolphin is smart to do that. She'll see it and look at you, then you look at her and say, "Will you marry me?" She'll be the happiest woman alive! You're so sweet.

I'd contact Sea World and ask them if there was a way to incorporate it into the show. Maybe you could place the ring inside something & have the dolphin retrieve it & give it to her.

Pay to swim with the dolphins and then ask her during your time with the dolphins. It will cost a couple hundred bucks, but she's worth it isn't she?

You could make arrangments with the dolphin trainers to let her pet the dolphins and then when she is disctracted you could get down on one knee and get the microphone from the trainer and ask your girlfriend in front of everyone if she will marry you.

talk to the staff at sea world....maybe they can arrange to "choose" her out of the audience for a dolphin trick and then you can propose...

When you get there, buy one of those buckets of fish that you can feed the dolphins ... get next to the tank and hold the fish up to her face as you ask for her hand ....
